Opens properly on a phone
The page renders the PDF inline with an explicit download button, because mobile browsers handle inline PDFs inconsistently and some just show a blank frame.

PDF, PNG, JPEG or WebP. Files are validated by their actual bytes, not the name — a renamed file will not get through.
A QR code cannot hold a PDF
It is worth saying plainly, because half the tools in this category imply otherwise. A QR code stores a few hundred characters at most. A one-page PDF is hundreds of thousands. Nothing encodes a document into the pattern.
So every PDF QR code is a link to a hosted file. The real question is who is hosting it, and what happens when that link changes. Point a printed code at a Google Drive share URL and you are one folder reorganisation away from a dead brochure.
Where this earns its keep
Product spec sheets on packaging. Instruction manuals where the printed booklet would cost more than the product. Event programmes. Property brochures on a for-sale board. Anything that gets revised more often than it gets reprinted.
